The agency's governing Board welcomes and encourages individuals to attend and participate in these important meetings.

Board meetings take place at 5 p.m. on the second Tuesday of each month except in February and August. Click here to see a list of meeting dates for 2016 or see the calendar for dates. All meetings are at the HCDDS Support Center located at 1520 Madison Road, Cincinnati, Ohio 45203. The minutes from the previous meeting are generally approved and made available the next day.

The Board is made up of seven people from the Hamilton County community, and the Superintendent of Hamilton County DD Services. The Board of County Commissioners appoints five members, and the senior probate court judge appoints the two others.

Two of the board members appointed by the Board of County Commissioners must be immediate family members of individuals served by the agency, one with a family member eligible for adult services, and one with a family member eligible for children's services. One of the members appointed by the senior probate judge must be an immediate family member of an individual eligible for residential services or supported living.

The current board is: 

Nestor Melnyk, President

Nestor Melnyk was appointed to the Board in 2011 by Judge James Cissell.  A Principal at MSA Architects, Nestor has volunteered in various capacities related to services for children with disabilities through the Ohio Early Childhood Cabinet, the Ohio Development Disabilities Council, Children’s Hospital, and Cincinnati Public Schools.  Nestor and his wife live in Clifton with their two children.  Their son has Angelman syndrome and attends Fairfax School

 Andy Magenheim, Vice President

Andrew Magenheim was appointed to the Board by the Hamilton County Commissioners in 2012. Andrew is a New York Life Insurance Company agent.  His career has also included positions as a consultant and Director of Product Development for Berkshire Corporation, and a Senior Scientist for Safeskin/Kimberly Clark.  He was also an Assistant Professor at San Diego State University. He has two children with autism.


 Rene Brinson

Rene Brinson was appointed by Judge Ralph Winkler in October 2015. She is a Senior Lead Program Manager at TIAA-CREF, a financial services organization. Rene’s son, Logan, was one of the faces of our agency's 2014 levy campaign. He recently graduated from Mariemont High School. 

Stephen J. Jones

Stephen J. Jones is a Senior Vice President and Commercial Banker with KeyBank. He holds a BS in Business Administration from Miami University and an MBA from the University of Cincinnati.  Steve is a lifelong resident of Cincinnati and currently resides in Anderson Township with his wife and twin sons, one of which has Down syndrome.




Robert Harris

Robert Harris has been President of the Board for Cincinnati Human Relations Commission, a Commissioner with Ohio Rehabilitation Services Commission, an advisor at Bridges for a Just Community and has served on many other social justice and inclusion committees and boards. He was recently inducted into the Ohio Civil Rights Hall of Fame. Additionally, he has over 40 years experience as a visual artist, and is a pastor at the International Church of All Nations.


April Flagler

April Flagler is an attorney with Dinsmore and Shohl LLP and currently serves as Secretary of the Cincinnati Bar Association Real Estate Property Committee. She has an MBA from the University of Dayton and a Juris Doctor from University of Dayton School of Law. 



 Ken Wilson


Ken Wilson

Ken Wilson lives in Anderson Township and was appointed to a four-year term by the Hamilton County Commissioners in 2014. Since 1995, he has been with the Council on Aging (COA) of Southwestern Ohio in various leadership roles. He is currently the Director of Program Operations at COA and is also an adjunct professor at Miami University in the Scripps Gerontology Center. Volunteer roles he has held have been with United Way of Greater Cincinnati, Boy Scouts of America, ARC Hamilton County, and various state and local agencies devoted to services for aging citizens. He holds Bachelor’s and Master’s degrees in sociology and gerontology from Miami University, and a senior management certificate from Xavier University.
